What are the inexpensive alternatives to buggies for beach 
terrain?  Has anyone tried using snow skis on sand?

Yes, I've seen snow skis. I've also seen grass skis (little track-like
things; looks like you have plastic half-tanks strapped to your feet),
though better to use off road variables with big wheels two to a side.
I've seen bare feet, also simply sitting on the sand (substantial trousers
recommended), all the above on purpose. Of course, there's always dragging
on your belly, but a heads-up attitude is recommended...
