I can't speak to the world's record, as some of the Asian festivals are enormous, and I'm not sure anybody's ever even tried to count them all at one time. However, I believe the North American record is 3,990 set at Long Beach at the Washington State International Kite Festival in 1993. At one time, the WSIKF folks called it a Western Hemisphere record, but apparently there are some gatherings in South America that are also of large magnitude.
